If school places are part of your decision, there is something most listings leave out: nobody can yet tell you which schools are within 1km of Chencharu Close. What can be said is which schools surround the site, taken from HDB's own location plan, and how Primary 1 priority will work once the distance can be measured.

Why nobody can give you a 1km list yet

MOE does not measure home-school distance from a postal address or a pin on a map. It measures from the outline of the building, as drawn in the building plan submitted by the development's Qualified Person, to the nearest point on the school's boundary.

Chencharu Close does not have that yet. The site was awarded in September 2025 and the developers have not released a layout. Until an approved plan fixes where each block sits, the distance that decides Primary 1 priority for this development cannot be calculated by anyone, MOE included.

So a within-1km list published for this project today is an estimate from a map, not the figure MOE will use. On a site of this size, where the blocks end up can matter for any school close to the 1km line.

The schools on HDB's own map

HDB's location plan for the Chencharu precinct, published in the Chencharu Grove sales brochure of October 2025, marks this site as the integrated development with bus interchange and hawker centre on Chencharu Link. These are the schools it shows around the estate.

On that plan, Peiying Primary School and Naval Base Secondary School are drawn nearest the site, across Yishun Ring Road to the north-east. That is what the map shows, not a measured distance.

Is a new school coming to Chencharu?

Possibly, but not in the form some listings describe. When HDB unveiled the masterplan in March 2024, it said the plans include “a new educational institution” alongside a nursing home. It did not say what kind of institution, and the location plan in the latest brochure does not mark a school site within the precinct.

A page naming a Chencharu primary school with an opening date is going further than anything HDB has published.

How Primary 1 priority works

Registration runs in phases. Most families without a sibling or alumni link to a school register in Phase 2C, which is open to all Singapore Citizens and Permanent Residents, and MOE reserves 40 places for it at every primary school.

When a phase has more applicants than places, MOE ranks them by citizenship first and distance second: citizens within 1km, then citizens between 1km and 2km, then citizens beyond 2km, and only then permanent residents in the same three bands. Every citizen is considered before any permanent resident, however close the permanent resident lives.

What distance priority is not

Living within 1km decides the order in which applicants are considered, not whether a place is offered. If more applicants fall inside the band than there are places, MOE runs a computerised ballot and everyone in the band has the same chance.

From 30 June 2026, a family admitted through distance priority must stay at the registered address for 30 months from the start of the registration exercise. MOE checks, and can transfer the child to another school if the requirement is not met.

When you will be able to check

Once the building plan is approved and the development has an address, the home-school distance for your block can be looked up with MOE's school finder. Until then, treat any distance quoted for Chencharu Close as indicative.
